An Afghan lawmaker, Jalaludeen  Fakuri Beheshti, has claimed that one out of every two Afghans, does not possess a National Identity Card.

The member of the Afghan parliament,  Fakuri Beheshti has said the National Identity Card, has become a real problem for the people of Afghanistan, particularly as far as voting  in the upcoming election is concerned.

Fakuri Beheshti added: "Most men and women in Afghanistan do not have a National Identity Card, particularly those who come from a traditional background or traditional families. And the other problem is that the distribution of National Identity Card is progressing very slowly.

The Member of the Afghan Parliament, Fakuri Beheshti, warned about possible difficulties with regards to voting  in the upcoming parliamentary and  presidential elections.

 Fakuri Beheshti  also said:  "In some cases, the distribution (of identity cards) has finished, but some people are still waiting to receive their National Identity Card.  Somehow these people  have managed to slip through the net".
